In this semester, we are going to learn the legal mechanism of contemporary administrative regulatory states. This course focuses on the institutions, processes and conceptual underpinnings of the contemporary regulatory state. We consider how legislatures make laws and how agencies implement them through rulemaking and other procedures. In addition to the introduction of legal theory and basic concepts, we will put more efforts on the practice and real problems. What are the important legislations of administrative law? How the abstract administrative law operates in real society? Whether the social developments actually interacts with legal concepts and principles? These questions are the focuses of this semester.
